Caribbean

Dominica launched the International Charter on Space and Major Disasters to provide humanitarian satellite coverage. According to officials, before the storm, 11,200 people were evacuated from disaster-prone areas, and 7,400 tourists were evacuated from the resort beach to Santo Domingo. In Haiti, government officials and aid organizations were struggling with pre-preparation and evacuation work. Local officials believed that because government officials were reluctant and indifferent to some of the people, they did not receive funds, supplies or equipment promised by the national government, UN Haiti. The 1,000 peacekeeping forces and engineers of the Stabilization Mission were assisted in preparation. In Cuba, meteorologists did not initially predict the direct invasion of the hurricane. Florida
