Dominica launched the International Charter on Space and Major Disasters to provide humanitarian satellite coverage. According to officials, before the storm, 11,200 people were evacuated from disaster-prone areas, and 7,400 tourists were evacuated from the resort beach to Santo Domingo. In Haiti, government officials and aid organizations were struggling with pre-preparation and evacuation work. Local officials believed that because government officials were reluctant and indifferent to some of the people, they did not receive funds, supplies or equipment promised by the national government, UN Haiti. The 1,000 peacekeeping forces and engineers of the Stabilization Mission were assisted in preparation. In Cuba, meteorologists did not initially predict the direct invasion of the hurricane. Camaguey has implemented fuel protection measures to ensure adequate fuel during the power outage after the storm, and the Civil Defence Force has withdrawn nearly one million people from low-lying areas, including thousands of Canadian tourists in the Kings Garden Island. The dolphins in the Giermo Island aquarium were evacuated by helicopter.

After sweeping across the Caribbean Islands, Emma traveled to the United States and was quite powerful. The first Florida Florida evacuated 6.3 million people, and Georgia also evacuated 560,000 people, leaving a total of 6.86 million people to evacuate.
Florida
Emma swept through the Caribbean Islands and forced Florida to rob the local store of disaster-prevention supplies, and the local flights were full. Governor Scott suspends tolls on all highways in Florida, including the Florida Turnpike, starting at 5 pm on September 5. All state offices in Florida will be closed on Friday. All schools in the Florida Keys will be closed on September 6th until further notice. It is expected that these islands must be forcibly evacuated, visitors will leave on September 6, and residents will leave the next day, and the remaining residents will be equipped with hurricane shutters to defend.
Georgia
Georgia Governor Nansen Deere announced a state of emergency on all six coastal counties on September 6th; however, the state of emergency expanded to 30 counties in southeastern and eastern central Georgia, and Deere ordered Georgia on September 7. Forced evacuation of all areas east of State Interstate 95.
South and North Carolina
North Carolina Governor Roy Cooper announced a state of emergency on September 6, followed by South Carolina Governor Henry McMaster on the same day.
